Home TelecomTelecom News Press Trust of India, 06 February 2017 Telecom tribunal TDSAT today asked TRAI to clarify whether newcomer Reliance Jio had informed the regulator as well subscribers about its two free offers – Welcome Offer and Happy New Offer – being “distinct” from one another.
The Telecom Disputes Settlement & Appellate Tribunal (TDSAT) has given TRAI time till February 15 to submit clarification on various issues including “whether the service provider had informed TRAI that the offer B (Happy New Year offer) is distinct from offer A (Welcome Offer)…and filed with TRAI as per provisions”.
TDSAT also asked the telecom regulator to provide clarification on whether the provision of the two offers as well as their implementation were in accordance with Telecom Tariff Order and Telecom Consumers Protection Regulation.
TRAI has also been been asked to clarify whether Reliance Jio informed its subscribers that the two offers were different and whether they took the “subscriber's consent”.

Other issues include whether or not the offer constitutes a tariff plan, a special tariff voucher or something else.
TDSAT has fixed February 20 as the next date of hearing. Last week, TRAI gave a clean chit to Reliance Jio's free voice calling and data plan on its mobile services on the ground that the scheme is not a violation of the regulatory guidelines on promotional offers.
TRAI had also stated that Jio's Happy New Year Offer has not been found to be violative of the principles of non-discrimination, interconnect rule compliance and non-predation.
TRAI had further said that its examination had revealed that Happy New Year Offer launched by Reliance Jio on December 4, 2016 is distinct from its earlier Welcome Offer and could not be treated as an extension of earlier promotional offer as the benefits under both sets of promotional offers differ.
TRAI's opinion came after TDSAT asked it to take a decision “within reasonable time” on Jio's tariffs in the wake of petitions filed by Bharti Airtel and Idea Cellular. Both the incumbent operators had approached the telecom dispute tribunal against TRAI for allowing Reliance Jio to continue free promotional offer beyond the stipulated 90 days.
The two operators have now filed fresh appeals against TRAI's latest decision that Jio's free offers are not violation of existing regulations.

Notably, all Airtel home broadband customers will get free additional monthly data top-up with their existing broadband plans at no extra cost.
In order to avail the offers of Airtel Surprises, customers have to log on to www.airtel.in/broadbandsurprises and unlock their 'surprise', the company said in its release. Apart from free additional monthly high-speed data top-up, customers will also be able to get free access to Airtel Movies, it added. The company says that Airtel Movies has a collection of over 10,000 popular Hollywood and Bollywood movies, premium TV shows across a host of genres.
“We are happy to cross this milestone of 2 million customers, further consolidating our leadership as the second largest player in the fixed broadband sector in India. For us, our customers are at the heart of everything we do and therefore we are delighted to bring the latest 'Airtel Surprises' for them in celebration of our achievement and their trust on us. To recall, Airtel announced the launch of its V-Fiber 'superfast broadband' service in India last year, starting with Chennai. The V-Fiber service, which offers speeds up to 100Mbps, is currently live in Chennai, Mumbai, Bengaluru, Hyderabad, Pune, Ahmedabad, Bhopal and Indore.

Support for higher resolution was recently added for small-screen devices YouTube seems to be focused on needs of mobile users as after introducing higher resolution video options on its iPhone app last month, it has now made it easier for mobile users to navigate through videos. Now, users can move 10 seconds forward or backward in any video, irrespective of whether the app is in full-screen mode or not, by tapping twice on the right or left side of the screen respectively.
While the feature has been reported by several Redditors on iOS as well as Android version of the app, it is still not available for everyone as of now, as per a report by The Next Web. Even though it is not clear when exactly this feature was introduced to the app, it is likely that it came along with the latest update last week. YouTube app's version 12.04 update on iOS further allows users to control videos from the lock screen while casting to Chromecast devices, smart TVs, game consoles, or any other living room devices with the app.
YouTube for iOS users also get Play/Pause, Prev/Next and volume controls on the lock screen and Control Center as well with the latest update. If the feature has not shown up for you, make sure that you update your app to the latest version from respective app store.
We can say from personal experience that till now, navigating through videos on YouTube's mobile app was a complex and cumbersome task that required a delicate touch on the video timeline, especially on small-screen devices. This new navigation method is likely to come as a respite for most users who had to struggle while browsing through their favourite videos until now.

First teaser unveiled during Super Bowl LI
The first season has won multiple awards Netflix revealed the first look at Stranger Things season two during the Super Bowl, which starts off with a quite unthreatening advertisement for Eggo waffles – Eleven’s (Millie Bobby Brown) choice of food – but soon turns ominous, declaring “the world is turning Upside Down”.
The latter bit is a reference to the other parallel dimension in the fictional universe of the show, which is where the Monster – or the Demogorgon, as he was referred to by Mike and his friends – took Will Byers (Noah Schnapp) in the first season.
The teaser trailer for the second season of Stranger Things seems to be going big on the monster front, with a tentacled creature appearing in a drawing and in the sky, surrounded by a ghastly red light. Beyond that, the spot features Mike Wheeler (Finn Wolfhard), Dustin Henderson (Gaten Matarazzo), and Lucas Sinclair (Caleb McLaughlin) in Ghostbusters costumes – notably, Byers is missing from that – and there’s a shot of people in hazmat suits, and Jim Hopper (David Harbour) possibly digging a grave.
There’s no sign of Joyce Byers (Winona Ryder), Nancy Wheeler (Natalia Dyer), and Jonathan Byers (Charlie Heaton) in the teaser, but are expected to return. Also, those hoping for “Justice for Barb” will need to wait a bit more. Eleven’s fate too remains unknown for the moment, after [spoiler alert] she disappeared with the monster.
Being a half-minute teaser, it doesn’t reveal a lot, but it does say when you can catch it – the second season of Stranger Things will be available on Halloween, which is fitting for a show that deals with scary things.

Donald Trump dominated headlines internationally Telecom wars continued to grab the headlines this week, with state-run BSNL in the news, along with private telcos Airtel and Reliance Jio. BSNL started off the week by introducing a Rs. 144 New Plan Voucher that offers free voice calls (local as well as STD) to all operators for a period of 30 days. However, the BSNL Rs. 144 voucher has a ‘fair usage policy’ of 30 minute per day when it comes to calling non-BSNL networks.
The week ended with more BSNL news, as the telco took Reliance Jio head on by introducing a new mobile data plan. Under the new Rs. 291 BSNL plan, a customer will get four times more data at 8GB with a validity of 28 days against 2GB earlier. “With these offers BSNL is now offering data at the rate of Rs. 36 per GB which is one of the lowest in the Industry,” BSNL said. “These offers will be valid from February 6, 2017, on Pan India basis,” BSNL Board Director for Consumer Mobility RK Mittal said.
While telcos like BSNL continue to respond to Reliance Jio’s moves, there’s mixed news for the new kind on the block. A new report from Credit Suisse claims that while Reliance Jio enjoys the best network coverage among all telcos, its 4G speed trails behind its competitor Airtel. “Our conclusion is that Reliance Jio's network coverage is significantly ahead of the other operators. Reliance Jio has good coverage in 80 percent plus of cities surveyed, compared to less than 30 percent for the others,” the report said.
According to the report, Airtel 4G offers the best 4G speeds among the other competitors in India. The download speed of Airtel is at 12Mbps; while Reliance Jio, Vodafone, and Idea all come a close second with 7-8Mbps download speeds.
Talking about the war between Reliance Jio and Airtel, the former has asked telecom regulator TRAI to “impose highest penalty” on the latter, accusing India’s largest telco of grossly exaggerating the value of data in a promotional offer, and giving misleading tariff ads.
Reliance Jio has shot-off a letter to the telecom regulator alleging that in so far as the advertisements issued by Airtel for prepaid and postpaid tariff packs are concerned, the unlimited calls and free data being offered by Airtel is in “gross violation of extant telecommunication laws”. Reliance Jio has further charged Airtel of misrepresenting the benefits as free unlimited calls without indicating the applicability of Fair Usage Policy (FUP). Reliance Jio alleged that the free calls under Airtel's Special Tariff Voucher 345 were not really unlimited as Airtel has implemented a FUP of 300 minutes/day or 1,200 minutes/week, post which all calls are chargeable.
Meanwhile in the United States, a legislation was introduced in the House of Representatives which among other things, calls for more than doubling the minimum salary of H-1B visa holders to $130,000 (roughly Rs. 89 lakhs). The move would make make it difficult for firms to use the programme to replace American employees with foreign workers, including from India, on H-1B visa.

The High-Skilled Integrity and Fairness Act of 2017 introduced by California Congressman Zoe Lofgren prioritises market based allocation of visas to those companies willing to pay 200 percent of a wage calculated by survey, eliminates the category of lowest pay, and raises the salary level at which H-1B dependent employer are exempt from non-displacement and recruitment attestation requirements to greater than $130,000.

The Oppo A57 rear camera has a 13-megapixel sensor with an aperture of f/2.2, and PDAF, along with an LED flash module. At the front, it houses a 16-megapixel front-facing camera with f/2.0 aperture. The dual-SIM smartphone is powered by an octa-core 1.4GHz Qualcomm Snapdragon 435 SoC coupled with 3GB of RAM and Adreno 505 GPU for graphics. For storage, the Oppo A57 has an inbuilt storage of 32GB that can be expanded via microSD card (up to 128GB).
The other phone that can potentially shake up the market is the ZTE Blade A2 Plus, which was unveiled this week carrying a price tag of Rs. 11,999. The big highlight of the ZTE device is its massive 5000mAh battery that supports fast charging and 4GB of RAM. As for specifications, the ZTE Blade A2 Plus features a 5.5-inch (1080×1920) pixels full-HD display. It is powered by a 64-bit MediaTek MT6750T octa-core SoC (four Cortex-A53 cores at 1.5GHz and four at 1GHz) and Mali T860 GPU. The inbuilt storage is at 32GB with the option to expand further via the microSD card (up to 128GB).
The other launches of the week were Swipe Elite Power with 4000mAh battery at Rs. 6,999, the Lava X41+ with 4G support at Rs. 8,999, and Intex Aqua Amaze+ with VoLTE support at Rs. 6,290. Globally, we also saw the launch of the Honor 8 Lite. The 2GB RAM variant of the Redmi Note 4 went on sale in India this week.

Home MobilesMobiles News Press Trust of India, 05 February 2017 Chinese telecom major ZTE is planning to launch up to 8 new devices in the next few months as it looks to grab 3-4 percent share of the Indian market.
The company, which launched its Blade A2 Plus smartphone in India at Rs. 11,999, will focus on the mid-range price segment (Rs. 7,000 – Rs. 20,000).
“We have been a B2B player but we are keen on tapping into the consumer segment. This is our first phone and going ahead, we have a strong pipeline of devices that will bring in feature-packed devices at affordable prices,” ZTE India Terminal Chief Marketing Officer Sachin Batra told PTI.
He added that ZTE will launch 7-8 devices in the next few months and will focus on price points between Rs. 6,999 and Rs. 15,999.

“We are aiming for a 3-4 percent share in the first year itself,” he said.
India's smartphone market is expected to witness a growth of 15 percent to 130 million units this year, accounting for almost half of the total mobile phone sales in the country, according to a CyberMedia Research (CMR) report.
Last year, 113 million smartphones are estimated to have been shipped to India, one of the biggest markets globally.
The ZTE Blade A2 Plus, which will be available exclusively with e-commerce firm Flipkart, features a 5.5-inch display, 1.5GHz MediaTek octa-core processor, 4GB of RAM, 32GB internal storage, 13-megapixel rear and 8-megapixel front camera, Android 6.0 Marshmallow operating system, and a 5000mAh battery.

“Common sense would say, why take the risk?” said Mitchell, co-founder and partner at Scale Venture Partners.
Silicon Valley draws on a global workforce. These young businesses depend on hiring quickly from every corner of the world, traveling globally to find customers and having access to Silicon Valley venture capitalists to raise funding.
President Donald Trump issued an executive order a week ago that put a 120-day halt on the US refugee program, barred Syrian refugees indefinitely and imposed a 90-day suspension on people from seven predominantly Muslim countries – Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen. It triggered widespread protests, and the chilling effect has spread far beyond citizens of those nations.
Trump Immigration Ban Is Harmful to the Tech Economy
“Here and now, today, we have businesses that are stopping because their employees can't travel in and out of the United States,” said David Cowan, a partner at Silicon Valley firm Bessemer Venture Partners, one of the oldest top-tier venture practices.
“This will be the No.1 cause of missed business plans in 2017.”
The immigration issue is still unfolding, but the broader and potentially more injurious effects could include a blow to the nation's competitiveness in technology, hindering job growth and sending more capital overseas to the detriment of the American economy.
The extent of the impact on startups is still unclear, but more than 15 venture capitalists and technology company founders described immediate concerns about the consequences of the travel ban.
“I've never seen something impact the day-to-day thought process of CEOs so fast,” said Neeraj Agrawal, general partner at Battery Ventures.

Immigrants have been behind many of Silicon Valley's high-flying companies. More than half of all “unicorns” – or startups valued at $1 billion (roughly Rs. 6,720 crores) or more – have at least one immigrant founder, according to a 2016 study by the National Foundation for American Policy, a non-partisan think tank based in Arlington, Virginia.
Since Trump's order, some lawyers and venture capitalists have been in crisis mode, fielding inquiries from concerned startup founders and their employees about travel and pending visa applications. Concerns stretch beyond the seven countries targeted by the order.
“There is a panic in the startup community,” said Bill Stock, president of the American Immigration Lawyers Association. “Startups are very concerned because of the unpredictability of the order.”

Startup founders often lead sales deals, globe-trotting to meet customers. The scrappy companies rarely have big human-resources departments or the ability of larger corporations to protect employees in immigration battles.
Adil Aijaz, a Pakistani immigrant, is considering sending new hires of his software startup, Split, to Argentina, rather than the Silicon Valley headquarters.
“I need to be able to hire the best and the brightest in the world,” he said. “Any restriction on that, I'll move the jobs over to Argentina.”
Cowan sits on the board of a cyber-security company in Israel that has put the brakes on plans to move its headquarters to the United States because its employees are “from all sorts of countries,” he said.
A Pakistani founder has decided to start his artificial intelligence company outside the United States rather than incubate it with Bessemer in Silicon Valley, Cowan said.
Some entrepreneurs funded by startup accelerator and venture fund 500 Startups have suspended plans to go to the United States, where their offices are. Some had returned to their home countries from the United States for the holiday season and are now unsure if they can get back in, according to a 500 Startups spokeswoman, who was informed of the situation.
Amin Shokrollahi, founder and chief executive of Kandou, a semiconductor company, is rethinking his plans to open a US design center to employ at least 20 people.
The Iranian-German dual citizen is based in Switzerland, and he and his Iranian colleagues canceled plans to attend a trade show in Silicon Valley this week due to the travel ban. He was supposed to receive an award.
'Go to Hawaii instead'
San Francisco-based immigration lawyer Gali Schaham Gordon said an early-stage startup founder emailed her Wednesday evening asking whether he should tell his foreign national employees not to travel, regardless of their nationality or immigration status.
Gordon has been warning people who are identifiably Muslim or Middle Eastern against non-essential travel. “Now might be a good time to go to Hawaii on vacation instead,” she said.
The travel ban is already threatening the bottom line at Totango, a customer relationship software firm. The company is holding a conference in February in San Francisco. But on Monday, some attendees started backing out, said co-founder and Chief Executive Officer Guy Nirpaz.
They cited the travel ban and asked for a refund.

Norway Accuses Russia of Cyber-Attack

Home InternetInternet News Agence France-Presse, 04 February 2017 Norway's foreign ministry, army and other institutions were targeted in a recent cyber-attack by a group suspected of ties to Russian authorities, Norwegian intelligence – which was among the targets – said Friday.
Known as APT 29, the group singled out by Oslo has already been accused of hacking interference in the US election last year.
“Nine different email accounts were targeted in an attempt at what is called spear phishing, in other words malicious emails,” Arne Christian Haugstoyl, an official with Norway's intelligence service PST, told television channel TV2.
“It's difficult to know what the goal” of the operation was, he said, adding that Norway was alerted to the attack by an allied country.
He described APT 29 as a group “with links to the Russian authorities”.
PST spokesman Martin Bernsen, quoted by daily Verdens Gang (VG), said there was “no reason to believe that classified information had been obtained in connection with the attack.”
In addition to the foreign ministry, the army and PST itself, the attack – the date of which was not disclosed – also targeted the Norwegian radiation protection agency, a school and the parliamentary group of the Labour party, the traditionally dominant political party in Norway but which is currently in opposition.
Legislative elections are scheduled for September 11, though no link has been made to the vote.
Norway, a NATO member, and its neighbour Russia normally enjoy good relations but ties have grown more tense in the wake of the Ukraine crisis.
The Scandinavian country on Wednesday summoned the Russian ambassador to lodge a protest after Moscow refused visas to two senior lawmakers in a move Oslo denounced as “unjustifiable”.
Russia said the visa refusal was a reaction to Norway's participation in EU economic sanctions against it over the Ukraine crisis.
Moscow was also angered by the recent deployment of some 300 US soldiers on Norwegian soil.

The Pixel Launcher will be available only for Pixel devices Google introduced its own app launcher in 2014 featuring its personal assistant Google Now, and now it is said to be killing it. The California-based Internet giant is reportedly removing the Google Now Launcher from the Play store, while the Pixel Launcher will still be available but only for Pixel smartphones. The move is said to happen at the end of Q1 i.e. March this year, however those who already have Google Now Launcher installed will continue receiving updates from Google.
In an email sent to GMS partners, Google explains that Google Now Launcher will be discontinued over the timeline starting Q1 2017 wherein it will be unpublished from the Google Play store – however it will continue receiving updates via the Google App for Android. This could be indication that there will be no major updates coming to the Google Now Launcher, but just few tweaks here and there inside it.
In addition to that, according to the email, starting 1 March 2017, the Google Now Launcher will also be removed from Google Mobile Services (GMS), which are used by OEMs to build their own Android device. New devices with Google Now Launcher will not be approved by Google but there's a way out for OEM partners who would have to use Google's Search Launcher Services library for their own stock launchers.
The Google Search Launcher Services library has been under testing for a while and it's now available for OEM partners to use. This will let the OEMs append Google Now panel as the leftmost screen of their launchers. Sony is already making the use of this service for its launchers. However, the OEMs that use Google Now Launcher as a default launcher in their devices, like Moto smartphones, will have to obtain the Launcher3 from Android Open Source Project (AOSP) paired with Search Launcher Services library, and add the search services, or develop a brand-new launcher. That said, it's also uncertain about what Google has planned for the Nexus devices that also rely on the Google Now Launcher.

As we mentioned, one of the two launchers from Google – Pixel Launcher – will still be available, but only for the Pixel smartphone users.
